A government open to the people
o Viral Government
· Improved Transparency and Accountability
o Expand use of available technology
o Live video feed of all public meetings via cable and internet (with archiving)
o Implement paperless operations in all departments
o Develop Twitter accounts to share info about the township and events
o Create township Facebook accounts to connect with our citizens
o Update township website and link with the other social media
o To support this improvement of technology, supplement the existing IT staff with a program with the high school to offer students special credit for working with the township. Include a summer intern program.
o SUNSHINE LAW ON-LINE: online access to the budget and an executive summary with no less then quarterly updates, budgets by department (with actual vs. projected data), overtime per department and all labor contracts and professional service contracts.
· QIT – Quality Improvement Teams
o Create multi department worker teams, to identify ways to improve the efficiency of their departments, reduce duplication and/or reduce operating expenses.
o Include rewards for all savings and procedure improvements
Improve Contract and Resource Management
· Require all new bids and contracts be submitted electronically
· Review existing contracts, with special attention to insurance, maintenance and multi year contracts
· Use technology to track and monitor the compliance of all agreements
· Negotiate with insurance broker to seek annual bids on P&C and vehicle insurance
· Have an independent audit of the townships insurance coverage
· Work with Regional Purchasing Co-Op for goods and services such as fuel, paper, and other materials
· Double existing Shared Services Agreements between school districts, county and other municipalities.
· Perform Energy Audits of all municipal and school facilities and practices
· Implement rule that no township manager (including elected officials) can oversee or manage a relative who works for the township directly or indirectly, as in the capacity of a paid consultant or representative of a vendor or contractor.
Improve wages and benefits program
· With the objective of eliminating longevity pay and getting the benefits in line with the private sector:
o Establish a standard benefits package for all non-union workers and use it as a working objective on union negotiations
o Put a cap on the rollover of vacation time
o Cap how much sick time can be sold back and put a limit on carryover of sick time
o Drop longevity pay for all new hires
o Implement a cafeteria benefit plan
o Cap how much longevity pay is paid out
o Investigate the legality of eliminating existing program and/or tighten guidelines
· Include all sick pay, vacation pay and longevity as part of total compensation and modify all pay grades with top level based on total compensation
· Goal of all employees paying a fair percentage of medical cost, in line with the governors goals
· Term limits for all boards and commissions, and a on-line directory for all including membership, terms of office, and vacancies.
Improve Townships Green footprint
· Reach out to the NJ Environmental Federation, the high schools and the Monmouth Ag Center to develop a Green program for the township
· Work with various programs within the state, to eliminate toxic cleaning agents in the school and properties of the township
· Develop programs to maintain the townships parks in accordance with Green guidelines from the Ag Center, NJEF & Clean Water Fund
